Clustering helps you avoid keyword cannibalization.
For example, the following keywords would be grouped together:

If you only have 10 keywords, this feature might not be very useful.
The main use case is when you have hundreds or thousands of keywords (for example, from a competitor) and you want to cluster them to determine how many pieces of content you need to create in order to rank for all of them.

So if I understand right, creating a page with +5000 words is 2 credits but clustering 10 Keywords (if I don't have any more) is 4 credits?
